Legal Question in Landlord & Tenant Law in California

My family member is living in a small house with 3 small children. Recently she began to see cockroaches here and there and tried to resolve it through general pesticides but to no avail. She asked the owner of the place she rents to pay for an exterminator to eliminate the Roach problem which has turned into a minor infestation by now. The owner denied any financial responsibility in eradicating the roaches. My cousin has no money and can't get this problem resolved. What can she do legally, and what are her rights in this particular area of landlord and tenant situation? Thanks for your advise!

Contact the health department. They will inspect and force the landlord to take care of any unhealthy conditions. It won't cost her anything. She may also want to contact a local landlord tenant attorney.
