Legal Question in Landlord & Tenant Law in California

Where I can file a complaint againist the apartment manager for not providing the landlord contact number to discuss about the services which she is not providing.

Probably no where. I doubt the landlord legally has to reveal their contact information to a tenant. Go down to the county assessor's office and look up the ownership of the building you live in. Tell the manager you insist on her passing the complaints onto the owner. If she works for a real estate firm the Dept. of Real Estate might be able to help but I doubt it. If she works for a company, go over her head, but she might take it out on you.
