Legal Question in Landlord & Tenant Law in California

My front door lock is breaking. My building Manager said he will call a locksmith but we have to pay for it. It is a building installed lock. Am I really responsible for the repair?

While this is generally the property owner's responsibility, out of concern for your safety, I recommend that you get the lock replaced and submit a bill to the property manager for reimbursement of this expense. I do not recommend that you engage in rent withholding, but if the management company does not refund you the expense of the lock replacement, you should consider suing the management company in Small Claims Court.
