landlord

i have lived in my apt for 9 years and asked the landlord about painting. he said he will give me permission to paint. He has no responsibility to pay for the paint or painting. Is this true?

All I can add is to review your "dusty and yellowed" lease thoroughly, and look for an appropriate provision. If you can't find it. ask the landlord for a copy.

Certain cities have rent control ordinances that require painting after a number of years. For instance, W. Hollywood requires painting at least every 4 years, or the tenant could petition for a rent adjustment. I'm not sure about in Mar Vista or LA. You might check with the Rent Stabilization Board to find that out. Under CA law, the landlord must paint only if it becomes a health or safety issue.

Also, review your dusty and yellowed lease, if you can find it, and see what it says about painting, if anything.
