Is it legal an apartment manger raise my rent more than 8% when I want to renew the lease for one more year, and without giving any written notice?

Yes. When a lease is up it's no different than if you were moving in. It's a brand new tenancy, new contract. The landlord can ask whatever price they want. There are some places with rent control that limit it, but by your zip code you do not appear to be in one of those cities, and if you were on a month-to-month rental the rules might be different. But at the end of a term lease the agreement is over and you are negotiating a new agreement.
