Legal Question in Landlord & Tenant Law in California

Is it legal for my landlord to allow a neighbor to have paid a deposit for dogs and not allow other tenants? Before he became new owner of the building the people say they paid a deposit to the previous owners for their dog. Well i been living here 2 years more than they have and when i moved in they said no dogs at all. So the new landlord said he called them and they said the people did pay a deposit for their dog. well thats unfair cause they told us no. so i asked the new landlord well can other tenants pay a deposit for a dog as well and he stated no that he dont want to accept dogs they are trouble and messy. i said well u need to give the other neighbors back their deposit since in our lease agreement with you it states NO DOGS as well cause that is SO UNFAIR that they get to keep a dog and oh let me add that they only had 1 dog at first and now they have 2!!!
