Mgmt. Companies legal obligation to tenant

I live rent an apartment in Oxnard, CA, it is a section 8 approved facility however I am not section 8. A wk ago someone shattered the window on my boyfriends truck and attempted to break into my apartment by doing the same to my livingroom window. My boyfriend is currently serving in the military in Kuwait which leaves me here alone. I work nights and since last weeks events Im scared to be here day or night. I inquired about a transfer to a unit in a more well lit area which I felt to be safer especially since I come home at 3 a.m I was denied without reason. In addition to this the area where I park is pitch black at that hour to to insufficient lighting where as the area where I wanted to relocate has plenty of lighting. Do I have any rights here? Is it not the management companies responsibility to maintain a safe living environment for me?

No, as to rights.

You are supposed to research the neighborhood, and location of the property, before moving in.

I don't understand what difference it makes that it is Section 8 approved. That does not mean they have to rent to only Section 8 qualifiers.
