Question 1: If the 21 day deadline has passed since the tenant moved out, and he/she still owes a couple months rent, and utility bills, the former tenants are still subject to full payment to the landlord of outstanding balances even with the passing of the 21days?

I assume that you are referring to the 21 day timeframe in which to send the security deposit disposition to a tenant. What the tenant may or may not owe you after the deposit is applied is not affected by the 21 day deadline. If you miss the deadline you are required to return the full deposit to the tenant. The tenant will still owe whatever money he owes but you can no longer look to the deposit if you miss the deadline.
