Usually, you have to use the property you rent for the purpose for which it was designed. So the bedroom is to be used as a bedroom, not a kitchen. However, that doesn't mean that you can not use a second bedroom as a office. A garage is a more specific space than a bedroom (especially apartment garages), in that it is designed and used specifically for a car. You can't therefore modify it for use as a bedroom. If you are going to use the garage as storage, issues arise such as what is being stored. Flammable items and other dangerous objects are of questionable safety, so you would want to consult the language of the lease agreement and discuss the use of the garage as a storage unit with your landlord. Obviously, you can store a few boxes of things in the garage along with the car if there is room, but to use it exclusively for storage and not to park your car will require a discussion with your landlord.
