I rent a house in Palm Springs and pay $530 a month on a month-to-month lease. The landlord wants to raise the rent to $850.

Is this legal?

Yes. He must provide a written 60-day notice of change of terms rather than the typical 30-days because the increase is for more than 10%. The large increase in and of itself does not make it illegal.
