Employment and Past Convictions

I applied for a job with a local City as a Computer Technician. Out of 130 Applicants it was narrowed down to 2 (including myself). The CIO stated during our second interview if there would be any problem with a background check...I stated yes and he left it at that...stating I could talk with HR or a PD Personnel. Gave me high comments and regards before, during, and after this interview. I'm not sure if the City may have requested from the PD to do a quick run of my name in their computer system to check my background...if they did without my permission...would that be illegal? I did feel out a waiver of liability, but I signed and dated this form after I was notified that I did not get the job and dropped it off to HR. So if the did do a check it was done before I turned in the waiver.

they dont need your consent to run a criminal check. its a public record. anyone can see it.
