If the person sueing me has lied regarding damages, and harrased me can i counter sue and how do i find a attorney to help.

You can counter sue, but not for lying in the lawsuit about damages. You can sue for your own damages for his or her tortious behavior. But, no attorney will represent you on a contingency basis unless you have fairly substantial injuries.
