Legal Question in Personal Injury in California

My son (17 yrs) was riding his scooter and crashed so to speak on a sidewalk that was uneven. He was picked up by an ambulance, taken to emergency, and received medication. He chipped his elbow. We do not have medical insurance and the bills are too much to pay. Would i be able to sue the city for medical costs?
