Is there a statue of limitations for a child whos parents should of sued but did not, can that child sue as a adult?

A child has until age 20 to file suit, unless it is against a government entity, then it is 6 months deadline to file a claim and then file suit 6 months later. If it for sexual molestation, then the deadline can be later.
