Legal Question in Personal Injury in California

I was Stung by a sting ray at approx. 11:30am on a Sunday morning at a local beach (Long Beach) At that time I found Out I was the Eighth person to be stung that morning not to mention how many people got stung thru out the remainder of the day My Question is is the city liable to inform the public of a sting ray infestation I know when I was younger and used to surf they would put out a flag with a black ball on it if there was a strong under tow and you were not allowed in the water and would be cited if you did so Ive had to have surgery and have been off work for over a month & 1/2 and will be off for at least another 2 weeks
