Kaiser members may only pursue Kaiser through a binding arbitration procedure so you cannot sue them in the traditional sense of the word by filing a lawsuit in the jurisdiction where this happened. The binding arbitration procedure is much like a traditional lawsuit but it is not governed by the courts but there are procedures that must be followed under the applicable California codes.
