Legal Question in Real Estate Law in California

The appraisal used to buy my house was given to me by the seller. A year later, the same appraiser being used for my refinancing is refusing to use the same square footage used in the appraisal to buy the home. Is this normal? The consequence is that the 600 square feet not being counted now, were counted when I bought the house, leading me to believe that the house was 1600 square feet, not 1000 square feet.

That is not normal at all, but there may be legitimate reasons for it.
