Legal Question in Real Estate Law in California

hi i asked the question about the mobile home park and the thing is that, the owner of the park let this subletting go on for two years and now there saying its against partk rules? they said "guests can only stay for so long}" but they knew from the first day he was not a guest.they also said you cant own two trailers here and the guy who owns that one also owns another one, there are only about 30 trailers here. But if they dont abide by there own rules then how can they enforce them two years down the road?

Rules tend to get enforced when there is a complaint to management or a problem arises. Quiet and unobtrusive violations may go unnoticed, or may be tolerated if no one gets upset.

I didn't see any previous answers, or at least I don't remember any.
