Gift tax return

I have questions regarding the gift tax return.

1. For ''value at date of gift'', is it okay to use recent sold comps, and to explain how the value amount was arrived, instead of using a recent appraisal?

2. Who should i get to do the gift tax return---an accountant, tax preparer, etc?

3. When should the gift tax return be filed?
