Legal Question in Real Estate Law in California

The leasing office didn't show up on the day we arrived. They took money from u

We paid rent for an ''A'' apartment in San Diego starting from 5/12 while we were still in NJ. We call the people in leasing office of ''A'' apt and told her the date we would arrive. But on the day we arrived, the office was closed! We have no way to get into the apartment. They should have told us the offcie will be closed on our arrival date. We decided we don't want to rent their apartment any more. But we didn't get all the refund. Do they have right to lock us out without any further notice? They insisted that there is no written date that we would move in. Didn't the phone conversation counts? The lady who talked to me didn't make any note about our phone conversation!!

It's very unfair!
