Legal Question in Real Estate Law in California

Legal lien on property for not accepting trash services?

Can a tax lien be put on my property for refusing to accept a trash service? Can they force us to pay for this service even if I already have a trash service? The county has implemented this new service forcing all residents to use this service and this company exclusively, or have a lien put on their property, wheither they want it or not. This is a small mountain community and a lot of people don't want it and we didn't even get a vote in the matter. Is this legal?
