Can a lender file a Notice of Trustee Sale in a state other than the state of the location of the property?

Only if the property straddles the state line! All kinds of documents respecting real property, from deeds through Notices of Default, must be recorded with the county recorder of the county in which the property, or part of it, is situated.

You don't file a notice of trustee's sale. So your question does not make sense.
