If a mortgage broker is not licensed can the mortgage be rescinded at any time?

Of course not. If the furniture delivery man for your new dining room set doesn't have a Common Carrier permit, do you get to tell the store you no longer want to pay for the furniture after it is delivered and the store has paid the factory for it?

No. You don't get the money for nothing. But the fact that a mortgage broker is unlicensed means you should have the entire matter reviewed to make sure there aren't other problems that you are unaware of.
