Legal Question in Real Estate Law in California

If my parents reside in a home/house, going on 2 yrs, with my brothers name on the title, is it considered their home or my brothers home. Their home is being rented out by my brother to help in the aid of their home care and funds are going into my parents back account. My parents pay for their electric, water, cable, trash, food, etc...They pay no rent to him as their own house is paid off. They can arrange their home inside, furniture, pictures, etc any way since they do live there, correct? Their son does not live in the house. Please advise...Thank you!

Your question is somewhat difficult to follow, but maybe this will be helpful: Ownership of a house by X will not change just because Y lives there instead of X, if either X continues to pay the property taxes and/or X gave Y permission to live there.
