I own my property. I have an excellant water well. Can I legally grant neighbor rights to my well?

Not so sure. Here in Marin County, ordinances provide some preconditions to two properties sharing a water well for domestic purposes. One of these preconditions is that there be an agreement between the co-users covering "maintenance, care, construction and operation', and that the agreement be filed with and approved by the county health officer. See Marin Ordinance 7.28.045. I think you are in Amador County, and the ordinances are probably different, so check locally.
