I put in a written 30 day notice and received a paid in full receipt, my ex did not leave but it's a month to month, thee apartment manager signed my 30 notice am I liable for a eviction

Your facts are a little brief and a bit unclear. However, if someone who was living with you didn't move out, it's almost as though you didn't move out, and an eviction proceeding, while it wouldn't affect your occupancy, would affect your credit rating.
