Quiet enjoyment v disability

We live in a condo. Neighbor on 3rd floor puts in flooring. Neighbor on 2nd floor complains of noise. 3rd floor is disabled and needs the flooring to move around and is willing to re do floor for better soundproofing if necessary.

2nd floor wants flooring removed. recarpeting is not sufficient as the board of directors made her pull up her flooring years ago because 1st floor complained

are their any FHA rights or HUD rights that allow the 3rd floor to retain the flooring? How does one prove that their is a noise problem to the 2nd floor unit?
