Selling a house without a Garage

In Los Angeles County is it legal to sell a house that has no garage? What is the legal definition of ''covered Parking''

It depends upon the local building code, zoning and whether the code required covered parking or garage at the time it was built. You will have to research that issue, or hire an attorney to review the local building and zoning codes in the area in Los Angeles where you intend to buy to answer that question. "Covered Parking" means exactly that - covered parking. It can be an awning, a carport, but definitely does not have to be a garage in the traditional sense. If it is legally constructed (with permits and approval) and provides a place to park a vehicle shaded from the sun, it is "Covered Parking."
