After working three years in a public defender capacity, I thought I would know or be able to find you an answer in 1/2 hour of research or so. I was wrong. I suggest that you re-ask this question under the LawGuru headings for criminal law; although in one real sense it is a securities question, the lawyers who answer securities questions on LawGuru are less likely to know the answer thatn those in the criminal defense field.
