Fraudently claiming dependents

I have had sole custody of my grandchildren for 5 years. Their mother consistently claims them as dependents on her return every year. In turn, I have to mail court papers, birth certs. SS cards, letters from school evey time I file in order to get my refund. I married in 2002, this year I filed a joint return. The joint return has been rejected because she has claimed the dependents again. I have to do all of this paperwork again.

Since It is obvious I cannot stop my daughter from doing this, is there anything I can do to make the process easier? Will a tax attorney help?

The IRS at this time has not taken any action against her.
