what steps must taken by the city to put a tax lein on someones propery

It is the county that imposes real property tax liens, but some cities do have their own taxes. They should send to you some type of warning notice but then they just impose a lien on the property tax bill and may also seek to impose a lien against you if it is an unsecured debt.
