Legal Question in Traffic Law in California

Over my head in traffic fees/fines

Actually, it isn't me, it's my step-son. He's 22, had a 'bad' streak in life, but is much more responsible now. Lives on his own with a $500/month rent. Can't afford insurance or food any more.

He owes the courts here in San Diego approximately $7k in traffic fines and fees. His wages are being garnished to about $350/month and he only makes about $750/month. This could be more as I believe he still has an outstanding ticket or two that he hasn't yet gone to court for. He can't afford to live anywhere. Is there a way he may be able to make a 'deal' with the court or someone to get this reduced or something?

He should contact the court through the fine is being levied and set each case for a hearing regarding the fine. If possible he should get all of the cases set befor a single judge, or traffic commissioner. He can request that the court reduce the fines, allow him to perform public service in lieu of paying the fines. If that does not work he should request payments on the fines, this often done through the department of revenue. This would allow him to pay the fines through one payment a month that does not take so much of his income that he cannot afford to live.

Further the federal law limits amount that can be taken by wage assignment or garnishment to 25% after taxes have been removed.

He may qualify for the services of the public defender in that county, that could be the best place for him to start.
