Legal Question in Traffic Law in California

My son received a citation in California for not having his vehicle plated while having a Califonia drivers license with a California address. He is a full time dental student at USC. He has the CA drivers license because his former license expired while he was in school. His vehicle is plated and registeredin AZ as we bought it when he was home last Thanksgiving. His permanent address is with us, his parents, in AZ as he has moved four times in the last four years. Can you tell me the section of CA law that would deal with this? A CA Highway Patrolman told me that if he is a full time student and has no income he can have an out of state plate but could not cite the section of law that pertains.

Is this an infraction, or does the ticket say "misdemeanor"? If it says "misdemeanor" it will be worth it to retain an attorney to defend the charge and keep his record clean. I have successfully defended cases similar to this, and if he gets an attorney your son won't have to go to court or miss school. If I were handling this case I would prepare a portfolio of evidence tending to show that his permanent address is in fact in Arizona, and then I would schedule a conference with the district attorney's office.
