If a beneficiary of a California life insurance policy admits that he promised the decedent he would split the proceeds with the decedent's child but refuses to honor that promise, can the child sue?

It depends on whether there was a contract between them or not. There may have been a verbal contract, but without more facts and a better idea of what evidence there is or is not about this agreement, it is impossible to say if there's a case.
