Legal Question in Wills and Trusts in California

In California, my brother is the trustee in my mothers trust. I have notified him in writing that I am demanding an account and report of the estate (probate code 16062.a) and it has been well over 45 days since this notice and he is ignoring the notice and will not contact me back when I attempt to contact him (text messages or voice mail). who do I notify about this? and please dont tell me to hire an attorney, ive tried and they all say i have a good case (seperate matter) but none will touch the case because there is not enough money in it for them to go through probate (about $25,000). im getting totally screwed and there doesnt seem to be anything i can do about it. its very frustrating.

You have to wait 60 days after an accounting demand to file a petition with the probate court to compel an account.
