Closing Probate

My friend is the executrix of her mother's estate. She wants to close probate since it's been over a year but there is still an outstanding Medi-cal bill for $23K. Can probate be closed with this outstanding bill? There is a house in the estate that is owned free and clear. The Medi-cal rep told her to settle probate, transfer the house into the beneficiaries names and see about all of the benifiaries getting a loan to pay off the bill. Doesn't the bill have to be paid before anything can be done?
