Legal Question in Wills and Trusts in California

My dad called me today and said he wants to make me his POA. He asked that I get it started, but I dont have a clue what I have to do. He wants me POA over everything and anyone in the family. He is on SSI and my older sister is his payee. I cant be because I have been convicted of a felony. Even though that happened 11 yrs ago, Social Security will not let me be his payee. If I go through all the steps I have to and get him what he wants, even though Im not his payee, will the POA give me the right to do with his money what he wants me to do with it? or will my sister being his payee get to do what she wants to do with it. Also what kind of papers do I have to fill out to be his POA ?

You can go to any of the big box office supply stores and pick up a power of attorney form for him to fill out. You need to pay a notary public to notarize his signature.
