Legal Question in Wills and Trusts in California

dead fathers bank account

A few years ago my father died and a few months afterward i lost my cellphone that had my younger siblings phone numbers in it. Befor my brother said that i may need to sign paperwork so dads bank would release funds to us (this was a savings account that was opened specifiacly for us when he was found terminal). Well I have finaly tracked them down and they want nothing to do with me (i thought it was weird that they didnt get ahold of me at my aunts house a number that hasnt changed in over 40 years note these are half siblings that i was very close to even though it wasnt odd that we would go threw long periods of time with out seeing each other). My question is could they have some how gotten those funds without my signature and if so how could i find out if this has happend?
