If a disabled low-income person qualifies only for shared-cost medi-cal, and not SSI, can a special needs trust still be set up for them.

Yes. A special needs trust allows the trustee in his discretion to supplement the lifestyle of the beneficiary in any way that does not cause the beneficiary to lose government benefits.
