Legal Question in Wills and Trusts in California

Why would a will that was enterd into Probate 20 years ago not have a final decree of determination. It has an order for prelimanary distributuion. Thanks. James in California.

I wouldn't be able to answer this question without looking at the probate file at court. Anything else would be speculation.
