The doctor who reports FIRST is the one the Insurance Adjuster likes ...so she can stop paying Temporary Disability payments sooner.

ULTIMATELY, its the doctor that the WCAB Judge decides made the most well-reasonsed report.

There's no hard/fast rule about which doctor's P&S declaration prevails.

Typically the Treating PHysician runs a course of treatment then declares the patient Permanent & Stationary, then one party Objects, and get that QME Opinhion which might have a different P&S date.

Then when the parties cant meet in the middle, the judge decides which doctor's decision is the best.
