Moving out of state means I'm better and don't need voc rehab anymore?

I was participatining in Vocational Rehab Services, I had to move out of state suddenly and now they are saying I'm no longer eligible for it. I'm still in a lot of pain, and I know that I can't work. Why am I no longer eligible? I'm not any better, and I still can't get a job, I'm just as helpless, but now in a different state. I don't understand :(
