Can your workmens comp. attorney charge you for medical bills that you incurred through your attorney's referral to doctors even if they lose your case?

No. In workers compensation the only redress for physicians seeking payment for outstanding billing is for them to file a lien and litigate with the insurance company. You should request to have the matter reviewed by a judge.
