Ex-girlfriend owes money from Joint Bank Account

My ex and I broke up about a year and half ago. We had a joint bank account and I lent her money for an overseas trip. In total it amounts to around 2000 US$. She lives in Canada and doesn't answer any phone calls or emails. I have written email proof of her stating that she will pay me the money back. What is the best to do?

Also, I will move to Europe in 3 months, better to take action here or over there?

I don't know if you have a case. If this was a joint account where either one could sign, she could draw out all of the money at any time. For $2,000, I don't know if you are going to find anybody that wants to sort out international litigation so whatever you do you should probably do it here.
