Can I hold the Departmen of Social Services Liable?

Can I hold the Department of Social Services liable for my daughters

death? She was in their custody when she decided to hang herself. I had been

asking them for help in placing her somewhere safe and they said they could

not help me unless she was criminally involved. I had also asked for

counceling for her but since I didn't have medicaid they wouldn't help. The

day after her death DSS showed up at my house with 2 counselors and told me

they wanted to help me now. Is there any way to hold them liable?
