Legal Question in DUI Law in Colorado

I have a question related to drivers license compact between states related to driving under suspension. In 1999 my husband was stopped for a DWAI in Colorado(convicted in 2000), then he received a driving under restraint in 2005. Jan. of 2006 we moved to Utah and he got another driving under suspension in 2007. In Colorado he had to wait till april of 2010 to get his license back. When we contacted the DMV we were told he would be eligible for early reinstatment in Oct. of 2010. It seems they used the Utah offense to extend his suspension. Can they do this if Colorado was no longer his home state or can it be considered since the license was originally revoked in Colorado?
