Reinstatement - during revocation or after?

If my license is revoked for 3 months, when can I apply for re-instatemnet? Since I have to retake a written and drive test, which could take up to ten weeks now, can I apply for reinstatement during the revocation period, assuming I am signed up for alcohol classes and have an SR-22?

If it is a first offense, you should not have to take the retests. If for some reason you should, you do have to wait until the three months are over. You can take a driving test from a private company right away.
