location of father of granddaughter

My unmarried 25 year old daughter gave birth to a child and has not pursued finding the father to notify him. Do I have any rights as a grandmother to attempting to locate him?

Your rights are the same as anyone else's, including your daughter's, to find anyone you like. The child support enforcement unit of your county social services might help her find him. Whether they would help you would depend upon their policy, but my guess is, they would. You can find them in the phone book.
