I have a restraining order in Colorado but need to contact the person who issued the order. How can I contact them?

You can't unless you are willing to go to jail.

There are a few exceptions to this, but since you don't state why you "need" to contact them, it is unclear whether there is any way for you to contact the person without violating the court order. You should hire an attorney to review the restraining order and your "need" for contact to determine if you have any recourse.
