Legal Question in Consumer Law in Connecticut

Hi everybody! I have the following problem. I am from Austria and do an internship in the US at the moment. Unfortunately my cell phone broke about a month ago so I took it to a shop to get it fixed. There they told me it will take about a week till I get my phone back. However now almost 4 weeks have past and they still have not returned my phone and are not willing to tell me what is going on. If the guys at the shop are not able to return my phone what can I do to get my phone back or to get at least a compensation? Thank you very much for you help.

What is the value of your phone and what reason have they given for not returning it? If there is no ligtimate reason for not returning you phone, you may have an action in small claims court. Howerver, when you dropped off your phone for repair, was there a repair agreement or anything posted on the walll of the shop about estimates for repair length? Is there a part that may be needed that takes awhile to get? Did you request that the repair shop give you your phone back and if so how did they respond?
